The Atacama Large Millimeter/submillimeter Array (ALMA) is a (sub)millimeter wave interferometer consisting of 66 antennas located on the Llano de Chajnantor in the Atacama Desert of northern Chile, and equipped with receivers covering atmospheric windows between 30 and 950 GHz. ALMA is a partnership of the European Organization for Astronomical Research in the Southern Hemisphere (ESO representing its member states), National Science Foundation (NSF USA) and National Institutes of Natural Sciences (NINS Japan), together with National Research Council (NRC Canada) and National Science Council (NSC) and Academia Sinica Institute of Astronomy and Astrophysics (ASIAA Taiwan), in cooperation with the Republic of Chile. The Joint ALMA Observatory (JAO) is operated by ESO, Associated Universities Inc/National Radio Astronomy Observatory (AUI/NRAO) and the National Astronomical Observatory of Japan (NAOJ).
The JAO is responsible for the overall leadership and management of construction, commissioning and operations of ALMA.
The Joint ALMA Observatory (JAO) in Santiago, Chile is seeking a senior engineering manager with extensive experience to lead its Department of Engineering, which is responsible for the engineering operation of the international ALMA radio astronomy observatory in Chile. This is an outstanding opportunity to lead the engineering efforts associated with one of the most challenging technology projects in the world.
An initial term of employment is intended for a period of three years with the possibility of a fixed-term extension or indefinite appointment. Actual contractual terms will be defined by the selected employer (ESO, AUI/NRAO or NAOJ).
The Head of the ALMA Department of Engineering (ADE) will be responsible for the management and leadership of the JAO's largest department, currently home to approximately 130 staff - around half of the entire staff of the JAO. The Head of ADE will report to the ALMA Director, and will be a member of the JAO's core management team. The Head of ADE will be responsible for the engineering and technical staff within the JAO and for the work outcomes from those staff including Systems Integration efforts, the ongoing engineering operations of the array and overall maintenance issues. The Head of ADE will also be expected to make key contributions to the strategic planning, policy development and implementation, as well as overall decision-making of the JAO.
The ALMA project is nearing the end of construction and heading into full operations in 2014. All 66 antennas have been delivered and scientific activities are ramping up. Use of the array will require careful attention and consultation on the part of the Head of ADE within the JAO and the Executives (ESO, AUI/NRAO, NAOJ).
The Head of the ALMA Department of Engineering will be responsible for the following:
Delivery of all JAO engineering outcomes includes:
Integration of system upgrades of the array.
Ongoing characterization of the engineering performance.
Identification of opportunities to improve the engineering performance.
Implementation of engineering improvements.
Preventive and corrective maintenance;
Optimizing and implementing the maintenance plan. This plan should address preventive and corrective maintenance for the high-technology array sub-systems, including antennas, instrumentation packages, local oscillator, correlator, electricity supply and infra-structure monitoring equipment;
Overseeing observatory performance, trend analysis, fault reporting and tracking of the array sub-systems;
Monitoring and managing the array system configuration status and associated antenna transportations;
Managing the resources of the ADE, including the budget, staff plan, and the allocation of staff to tasks and projects;
Managing the professional development, training and certifications of ADE staff;
Leading a coordination team within the ALMA partnership.
At least ten years of relevant field engineering work experience in a large research and/or high technology project. Preference may be given to applicants with relevant experience in observatory or research facility or similar environments. Demonstrated knowledge and expertise of radio frequency techniques, preferably in the mm/submm range, will be considered an important asset. Advanced university degree (MSc, PhD) in Physics, Electrical Engineering or a closely related discipline, or equivalent expertise. An established track record of success in the management of a sizable engineering group, and a record of successful delivery of engineering outcomes. The Head of ADE must also have excellent communication skills required to work within a complex international partnership.
