STScI is seeking to fill a Chief Engineer position for the Systems Engineering, Integration & Test and Operations (SEITO) Division.  SEITO’s mission is to provide technical expertise to design, integrate, verify, validate, operate, and maintain NASAs flagship missions.  The Chief Engineer is a senior position that leads STScI on product development with decision-making authority regarding architecture, platforms, processes, toolchains, etc.  The Chief Engineer delivers on the institute's goals and strategies to ensure that the technical solutions meet the current and future needs of all STScI missions and projects.

Role and job responsibilities:

The responsibilities of a Chief Engineer include:

Broad technical leadership for systems engineering, integration & test, software engineering technologies, platforms, architectures, etc.

Strong partnership with Chief Engineers in other Divisions to maintain solution alignment and consistency across the organization.

Identify good-fit, best practices in all software and systems engineering areas including but not limited to DevOps and Agile principles.

Creation, maintenance, and communication of technical roadmaps for software and data products.

Partnership with Division Heads and Mission offices for technical solution design and cost estimation for new missions and science capabilities.

Evaluation of all systems for potential migration to the cloud (AWS).

Identification and recommendation of strategic areas for directed technical training for institute staff.

Evaluation of new, emerging technologies and methods for inclusion into existing and new systems. 

Coordinating changes, identifying and mitigating risk to ensure development and operations teams' successful completion of their work within scope, schedule, and cost.

Enforcing technical, security, and performance expectations for product development by ensuring that overall quality standards are designed into products.

Qualifications and Job Requirements:

Senior-level Technical Expertise:

Systems Engineering (especially Digital Systems Engineering).

CI/CD (e.g., Jenkins, GitLab CI, GitHub Actions).

Test automation.

Software system design, development, and deployment.

Agile (e.g., Scrum, Kanban).

Modern programming languages (preferred, but not required: Python, Java, C++, Ruby).

Familiarity with on-premises and cloud-based (AWS) development and operations.

Familiarity with Cloud migration, cloud-native services.

Familiarity with Infrastructure as Code (IaC, e.g., Terraform, Cloud Formation) a plus.

Leadership:

Balance technical authority with the consultation of stakeholders at all levels.

Excellent verbal and written communication skills.

Collaboration, negotiating, teaming, and working with a diverse workforce.

Fostering the professional development of colleagues and demonstrated ability to nurture an engineering culture within their teams.

Other:

This position requires US Citizenship or Permanent Residence to meet ITAR requirements.
